Welcome to the Shirland and Higham Parish Neighbourhood Plan

 

The Neighbourhood Plan has been written by the Neighbourhood Plan Steering Group and approved by the Parish Council. It proposes a number of policies on housing, employment, the environment and community facilities.

The Plan was submitted to North East Derbyshire District Council, and a public consultation took place on the Submission Draft Plan for six weeks from Tuesday 16th January to Wednesday 28th February 2024.

The Plan is now subject to Examination.

The examiner appointed to inspect and produce a report on the Plan is Chris Collison. The Examiner has provided an initial letter Examiner Initial Letter - Shirland and Higham NDP Independent Examination (.pdf | 52.8kb) to explain his role.

Once the examination is complete, depending on the Examiner’s conclusions, North East Derbyshire District Council will decide whether the Plan may go forward to Public Referendum in the Parish.

Dear Resident

This is a unique opportunity for you to shape and guide the future development of where you live. It is a consultation towards a document that has legal force for the benefit of the Shirland and Higham Parish.

The National Planning Policy Framework introduced in 2012 allows local communities to create Neighbourhood Plans for the development of their own areas. The Shirland and Higham Parish Neighbourhood Plan Group is working on creating a plan for our parish.

The Shirland and Higham Parish Neighbourhood Plan seeks to guide the growth and development of the Shirland and Higham Parish over the next 15 years putting in place policies by which future planning applications will be determined. This survey is the first step in gaining an insight into current and future development and opportunities for the Shirland and Higham Parish. Furthermore, it will identify qualities that we value most, in order that we can introduce measures to protect and enhance them. I think that we would all agree that we live in a very beautiful area. We are blessed with an environment offering access to countryside with expansive views. The environment in which we live, ultimately contributes to a sense of wellbeing and quality of life.

Change and growth is inevitable. The  Shirland and Higham parish has changed over the years and will continue to do so. The Shirland and Higham Neighbourhood Plan is not about stopping development, but ensuring the type, location, style and size of development meets the needs and aspirations of our community. Having a Neighbourhood Plan provides opportunities for us to ensure future housing and any other development is sustainable for the parish and meets the needs of our area. Importantly, a Neighbourhood Plan, once approved, has legal force in setting out what development is acceptable to us in our parish. In conjunction with the North East Derbyshire District Council Local Plan, the Shirland and Higham Parish Neighbourhood Plan will be used in determining planning applications in the parish. More importantly the Shirland and Higham Neighbourhood Plan will be developed by the community for the community.
